's plan saying their second amendment rights are under attack. dan lothian is following all these developments in washington. what's the latest? >> the white house sees these recommendations as a way to hopefully curb gun violence and some of these things the president has backed before such as a ban on assault weapons. the president shortly after the connecticut shootings came out in support of that. so that's expected to be in the president's plan. also pressing for a ban on those high capacity magazines with more than ten rounds. that's the important note here. the aim here is to cut down on the ability of a gunman to go in and release up to 30 rounds in a short period of time. in addition, the president will be pushing for universal background checks so that everyone who buys aunder questi goes a criminal or mental health check. in addition the president wants to request funds be available for mental health illnesst to make sure there's money there for those things to be treated and to provide schools with the support they need for enhanced safety. the president is also

. for that i want to bring in my colleague, white house correspondent dan lothian. dan, let's talk about priorities for the president's second term but first it's an interesting little nugget of history. this is a historic day and also a historic inauguration for president obama because he's going to match only fdr in getting two double swear-ins or four swearing-ins if you will. why is that? >> first of all, look back to 2009 when justice roberts and the president kind of stepped on each other, the word "faithfully" out of order, there was a question whether or not it was legitimate so, they had a second one in the private quarters of the white house. this time around the constitution says you have to administer the oath before noon on the 20th. on sunday is not typically when we have the inauguration, so they'll have a private ceremony in the blue room on sunday and then on monday they'll have the official sort of public swearing-in for the president. >> and the parade and pomp and circumstance we expect in an inauguration ceremony. so, tuesday the pomp and circumstance monday, tuesday

. >> dan lothian is on the south lawn of the white house. dan, the president is now basically two hours into his second term. i was going to ask, what happens now? obviously it's all moving toward the big day tomorrow. what's going on? >> that's right. well you know this is a little down time for the president after a very busy day next up for the president and the vice president tonight, both of them will be attending a candlelight service at the national building museum here in washington. caps off again a very busy day that started. the president and vice president laying a wreath at arlington national cemetery and the president attending an african-american in the district and the swearing in ceremony that you pointed out a few seconds ago where the president surrounded by a few close family members and friends taking the oath. the interesting moment i think came at the very end, where the first daughter sasha said to the president. that he didn't mess up. the president acknowledging some relief saying that quote, i did it. this of course is in reference to four years ago when there

correspondent dan lothian is following all of the developments for us this morning. very nice to have you, dan. >> reporter: good morning. >> we know the vice president has sent forth his recommendations. we don't have a copy but you know some of the de-dales in it. could you share with us? >> reporter: that's right interesting that the vice president said today would be the day he would recommend the proposals to the president. he met with the president yesterday and both of them starting reviewing some of the recommendations, the president pointing out that later in the week he'll talk in more detail about what his administration plans to do going forward. some of it will require congressional approval. other things the president plans to do on his own such as a registry, the president said, or getting more data in tracking the weapons that are used by criminals. the president yesterday during his news conference gave a hint as to what the proposals will look like. take a listen. >> what you can count on is the things that i have said in the past, the belief that we have to have stronger bac

it a terrorist attack as well. for more, let's go to dan rivers in london. what are the latest reports there on the hostage situation? >> effectively, according to the minister of information in algeria, this is a standoff. the algerian security forces surrounded this gas plant in the far east of algeria. the islamists are holed up inside, holding a number of western hostages. we don't know the exact numbers. there's been a press conference this morning from the norwegian stat oil company. it is saying that it had 17 employees there, 5 escaped. and therefore 12 remain unaccounted for. not clear if all are being held hostage or if some escaped into the desert. it's a confused situation. the state department confirmed there are americans among those being held. we understand as well possibly british, japanese, french as well as those norwegians. a number of countries being embroiled in this hostage crisis which looks like it may have been precipitated by algeria's decision to allow french planes to fly of the country as part of its ongoing military campaign in mali to the south. >> i kno

. it's a very serious matter when americans are taken hostage along with others. >> dan rueters is live in london. what do we know about the group taking responsibility? >> reporter: well, that had are sort of a splinter group, an affiliate of al qaeda in the islamic magnificent rred. led by mokhtar belmokhtar. he fought in the '80s against the soviets. he has been involved in people trafficking, drugs, and he has done a lot of kidnapping as well. most motivated by ransom and money. this may end up getting resolved. a notorious character, and described by french intelligence as mr. untouchable. known locally for being involved in cigarette smuggling. this is part of a wider, regional conflict, links to mali, that these islam iist groups in algeria are getting in on. furious that algeria has allowed french planes to fliory algerian air space to attack insurients, islamists in northern mali. >> what about plans or missions to get hostages out? >> well, we know from the ministry of information in algeria, that they are surrounded. the terrorists, and that a large number of security forces

their second amendment rights are under attack. dan lothian following all of those developments for us this morning. good morning. >> good morning, soledad. the white house sees this package that the president will be rolling out, as a comprehensive way to try to curb gun violence, the president will be doing something we've seen in the past. when he is trying to get something through congress, he involves the public. when he makes the announcement later on this morning, he will be surrounded by young kids. these are kids who wrote intimate letters to the president after the connecticut shootings. that in itself is also under attack. getting criticism that the president is using kids as props as he pushes this policy. that, though, will be the back drop as the president lays out what sources say will be the comprehensive package, focused on an assault weapons ban and pressing for a ban on high-capacity magazines and this is the new part, with more than 10 rounds. this should impact gunmen who won't be able to fire off as many rounds as quickly as we've seen in some of the shootings. un

on lance's team. i don't buy for a minute if you read tyler hamilton and dan quayle's book "the secret race," maybe at that level, where -- the level meaning tyler was a mountain climber and in 1999 and 2000 it was three guys who were on this sophisticated doping program, but even frankie and i who saw the usada report and read that book, it was new to us. it was completely new to us. 2000 was the turning point. 2001 on if you wanted to be on lance armstrong's winning tour team, then i would say, yeah, you had to do what it takes. >> he was the co-owner. >> he was the co-owner of the team, he made the decision who was fired -- who was fired and how much they got paid. for him to say he wasn't, when i say he was cherry picking, last night he was truthful with some things, and with other things he just wasn't truthful. >> but, betsy, basically lance armstrong was setting conditions such that the only way you could compete successfully was to dope. >> the only way to win. the only way to win was to dope. you could compete, but lance didn't want you did -- you wouldn't win. >> right. >> if you

themes and we just learned this from dan lothian who covers the white house. this is sort of the fact that the president is confronting the reality of a divided washington that he'll be acknowledging that there are some divisions but he'll talk about how there's responsibility to work on issues where there are common ground and, of course, this is considered certainly a speech that is somewhat hard to deliver not only because historically second inaugurals are not always very memorable but also because it's situated in a very weird place temp porely for president obama. we've just had the fiscal cliff battle. there's an upcoming one with the debt ceiling. ep has to acknowledge this not so pretty reality in the washington as he gives a speech that's supposed to be inspirational. >> the reality is the same congress he was working with on friday will be the same congress he's working with come tuesday despite the speech. we'll watch closely to see more details coming up. thank you so much. we'll watch more of this ahead. >> we always know security is tight in washington, but for the inau
